NOTICE OF RACE

1. ORGANISING AUTHORITY
The organising authority is the Yacht Club Imperia in conjunction with the Byte Class International Association (BCIA).

2. EVENT
The Byte CII European Championship is also the Continental Qualifier for the Youth Olympic Games in the Byte CII Class.

2.1 Qualifying procedure: The top ranked male competitor from the first seven (7), different European Nations in the final scoring, shall qualify that Nation for a male position in the singlehanded Sailing discipline of the Youth Olympic Games as per the ISAF Qualification System.
Similarly, the top ranked female sailor from the first seven (7), different European Nations in the final scoring shall qualify that Nation for a female position in the singlehanded Sailing discipline.

2.2 This Championship only qualifies the Nation and does NOT automatically qualify the sailor. The sailor finally selected for the Games will be chosen by the ISAF Member National Authority (MNA) of the qualified Nation.

2.3 In order to qualify a nation at this event, an athlete must have been born between 1st January 1994 and 31st December 1995. Proof of age will be required at registration.

3 RULES
3.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing, including Appendix P, the rules of the BCIA, the Notice of Race and the Sailing Instructions.

1. 3.2 If there is a conflict between languages the English language will take precedence.

4 INSURANCE
4.1 Third Party Insurance coverage of not less than Euro 1,000,000 for any accident is required. Each competitor shall produce on registration evidence of such insurance and any competitor not holding this cover shall withdraw their entry. For those competitors chartering boats, Third Party Insurance is included in the Charter fee.


5 ADVERTISING
The regatta is classified as Category "C". The Organizing committee may ask competitors to display Event and/or Class sponsor advertising material and boats may be asked to carry stickers carrying sponsor advertising provided at registration. These should be attached to the boat in accordance with the instructions provided by the organizer and displayed in the following areas:
Forward 25% of both sides of the hull for Venue Sponsor as per ISAF guidelines. Other advertising as per request from Class and Organizing Committee. This may be on the main sail.

6 ELIGIBILITY AND ENTRY
6.1 The regatta is open to all Byte CII sailors, irrespective of age or gender. Male and female competitors shall start together and be scored as one fleet. All competitors must be a member of their National Byte Class Association or members of the BCIA. To join see www.byteclass.org

6.2 Eligible competitors must register online on the event website at www.i-w-r.com

6.3 Entries close 20th November 2009

6.4 There is no limit on the number of entries per nation but entries of those competitors who are chartering boats may be limited by the number of charter boats available. See Para 18.

7 NATIONAL PARTICIPATION
The event is open to all Nations but only European Nations are eligible to qualify their sailors for the Youth Olympic Games.

8 FEES
8.1 Entry Fee is Euro 200.00 payable at the Regatta office at Registration.
8.2 For non-competitors, a fee may be required for social functions.

9 SCHEDULE

9.1 Thursday 3rd
Registration and Measurement 09:00 to 17:00
All boats may be inspected at any time before or during the regatta. Only sails will be checked for compliance at Measurement and must stamped prior to registering. No other sails may be used in the event, except by authorization of the International Jury prior to use.

9.6 A maximum of Sixteen (16) Championship races are scheduled, with a maximum of 4 races a day.
9.7 The schedule of social events will be available at Registration and will be posted on the Regatta Website.

10 SAILING INSTRUCTIONS
The sailing instructions will be available at registration office on Dec. 3rd and may be posted on the event website prior to Registration.

11 VENUE
11.1 The event will be held in the Port of Oneglia, in the Town of Imperia, in the North West of Italy.
11.2 Boats shall be kept on the grounds of Yacht Club Imperia and may be assigned places.

12 THE COURSES
The courses to be sailed will be included in the sailing instructions.

13 PENALTY SYSTEM
13.1 RRS 44.1 is amended so that the Two-Turns penalty is replaced by a One-Turn
penalty when a boat may have broken a rule of Part 2 while racing.
13.2 N.B. The provisions of RRS, Appendix P 2.2 and 2.3 shall NOT apply. All protests in the same race against a competitor, lodged under the provisions of P1, shall be covered by the provisions of P2.1.

14 JURY
Decisions of the Jury will be final as provided in RRS 70.5.

15 SCORING
15.1 Four (4) races are required to be completed to constitute a Championship series.
15.2 (a) When fewer than 5 races have been completed, a boat's series score will be the total of her race scores.
(b) When from 5 to 9 races have been completed, a boat's series score will be the total of her race scores excluding her worst score.
(c) When 10 or more races have been completed, a boat's series score will be the total of her race scores excluding her two worst scores.

16 PRIZES
1. Prizes will be awarded to the Male and Female European Champion.
2. Keeper prizes will be awarded for the first six (6) places overall and the top three (3) women (who also qualify for the top six overall prizes).
3. Keeper prizes will be awarded for the top three (3) males and the top three (3) women born in years 94 and 95 (who also qualify for the top six overall prizes).

17 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The Organizing Authority and the Yacht Club Imperia, their officers, members, servants and agents accept no responsibility in respect of loss of life, personal injury or loss or damage to property which may be sustained in conjunction with or prior to, during, or after the Championship regatta and competitors will be required to sign the following waiver.
If they are under the age of 18 years, it must be signed by a parent or guardian and presented at registration.
" I hereby acknowledge that the Yacht Club Imperia, the Organizing Committee, the Race Committee, Nautivela.s.r.l, the Regatta Sponsors and their representatives, officers, members and volunteers accept no liability whatsoever for any loss of life, property, personal injury or damage caused by or arising out of the Regatta. Participants compete entirely at their own risk. I further agree to be bound by the Racing Rules of Sailing 2009 - 2012, this Notice of Race, and the Sailing Instructions."

18 CHARTER BOATS
Deadline for charter reservations is 30 of October 2009. Deadline for charter confirmation and payment is 15 of November 2009. Charter boats, with or without sails, will be available from Nautivela and the Charter Form, with costs for boats, is posted under on the event site at: www.i-w-r.com

Nautivela will endeavour to satisfy the requirements of all MNAs but there will be a limit to the number of boats available. The first 2 boats requested by an MNA will be reserved but any requests for more than 2 boats by the same MNA will be put on a waiting list and, at the charter reservation deadline (30th October 2009), any boats that are still available will be allocated on the basis on the original date of the request. 19 TELEVISION AND MEDIA
In entering for this event, competitors automatically grant the Organising Authority and Class Association(s) the right, in perpetuity, to make, use and show from time to time, at their discretion, any motion pictures, still pictures and live, taped or filmed television and any other reproduction of them taken during the event, for the said Championship as defined in the Notice of Race and Sailing Instructions, in which he/she participates, without compensation.

20 SUPPORT BOATS
Coaches will be issued a flag which they must display while in the racing area and will be asked to monitor a safety channel on their VHF radios, be available to assist in an emergency and attend the coaches meeting each morning.
